Adding a Standard or Admin user to the system requires verification of the user's email address. Creating a Panel Only user doesn't require this step. 

When a new Standard or Admin user is created, the system sends a welcome email to the address specified in the user information.

When the new user clicks the verification link in the email, they are prompted to create a password. 

The Users list shows each user's verification status.
